According to Steam user Trashboat, if it's not showing up in your DLC list, go here and click on the green "Free" button in the top right corner to signal Steam to install Episode 2.

[edit] You may also have to uncheck the box in the DLC list to make the game realize it needs to download more.

Looks like they might free-release the whole game by the time I'm ready to play it.
