If you mean adding your own named properties, read on! If not, refer to the Wiki for details of SetActorProperty() and GetActorProperty().
Myself, Graf Zahl and Grubber put something like it in .96x (the "community build"), but Grubber removed it because Randy said he's not going to do it "our" way. The way you describe sounds similar to what we can determine (from what little Randy has said on the subject) that will happen eventually.
So yes, as far as we can tell, it will happen in 2.1.x, but only Randy knows exactly what format it will take or when it will appear.
