That operating system is still in beta support and is subject to change before release; it would likely be a waste of time to do much to address the issues until it hits its release date. (Though that's not far off now it seems, could be less than a month now)
That being said - this does not bode well for future Mac OS support. I suspect this is an issue with the system itself, not with GZDoom, because on Monterey it runs as smooth as butter even on my 8 year old Mac Mini. (Granted with a machine that old I have to run in OpenGL ES to get decent performance ... ugh)
So I hope Apple addresses this before release.
Perhaps someone should bring this up on the Apple forum before they release? (Not that they really care...)
