4.12 appears to have broken this (disable hot starts)
edit: It appears to only be the case when replacing the monsters, ie. randomspawner. Worked fine on 4.11.

Using 4.13.2 and loading ramp2024, with "disable hot starts" selected the game freezes when trying to load the HUB.
