How would I go remaking (or in this case, demaking) that hologram dude in GZDOOM?

Assets, and sounds aren't important, just the code itself.

Not everyone is going to automatically know what you're talking about. If you have such a huge issue with this then don't assume they know in the first place or don't even bring it up - because such questions are more important than your convenience of not having to answer them.

Also - this hostility is a great way to encourage anyone who does have the knowledge to help you - to not help you.

Now, can you please be more clear and descriptive about what you want, for those who do not want to muck around with Youtube videos to figure out what the heck you're asking for? Specifically, what do these hologram dudes do that you want to emulate in GZDoom? Thank you.

I would (if I had the ability) try to rip frames of the hologram at each angle, then make an actor with those angles, and maybe some states of him moving his arms around. Set his alpha value to something and make him have additive renderstyle. That's what I'd try to do. Check out the green hologram enemies from the mod Stronghold for ZDoom for an example of what I'd attempt.

You can also use the +BRIGHT flag for the actor so it can be seen in the dark and turn Bloom on.
