The simple answer to this one is that it's an optical illusion brought on by how different people perceive color PLUS a shitty camera taking the photo. It also doesn't help that we have nothing recognizable to register the dress against other than itself, so depending on time of day/context/color perception, it can look like either or both. So before you worry, no, your eyes aren't inferior/superior to anyone else, you just perceive it differently.
Interestingly, if you have a painting or art background, it can be both! Shadows are often blue, so it can register as white and gold, but lights can also be yellow, so blue and black.
(For the record, I see it as steel blue and burnt orange. :p)

The thing about that illusion is that even when I find out those two colors are the same, my brain is still not having any of it. It's one of those illusions that messes with a low-level component of human visual perception and spatial awareness which you just can't defeat with conscious, rational analysis.

Okay, it's day time now so I'm just reporting in (for science). The OP image does not look stubbornly black/blue anymore like what I was experiencing last night, but I think the fact that I already know the real colour is black/blue is making my mind biased. But yeah, the OP image definitely has a white/gold feeling to it for me right now (although with an annoying blue tint all across the image).
It was fascinating how in the middle of the night when I made my previous post, I could NOT unsee black and blue. It was solid and it looked exactly like the black/blue dress with the blonde model wearing it.

Remember watching this tv episode called Brain Games on National Geographic Channel.
Its your brain tricking you thing that the dress is gold and white its accuracy Blue, Black and Brown.
Here's a hint for you? If you stare at the dress for at least 1 min or longer then look away. Does it seem like the dress has changed color to white and gold.

I always see it as black and blue...there's no white on the dress whatsoever, just shades of blue. The black parts do look sort of "gold", but to me that is simply yellowish light reflecting off a black surface.
