Okay, maybe that's not fair. But it is counter-intuitive... in this case, shouldn't there be an online form at least for uploading such things? To me it would make much more sense this way as a method to collect the official contributions, then have a single thread for announcements ("hey I made this!") and comments.
And to be at least somewhat constructive: "playtest" is spelled wrong at one point -- says "platest". Minor, but it took me a good two minutes to figure out what it meant.

Quite frankly, those rules aren't too hot... I mean, yeah. OGGs and such are smaller, but what if someone needs your average Vanilla Doom monster?

My thoughts exactly. You're essentially slaying any potential compatibility with any other port by forcing PNG and OGG/flac. At least pose a size limit for sounds if you're worried about them getting too large.
I realize this is a ZDoom resource, but it's entirely possible someone may want to use some sprites and/or convert an enemy over to another port (Eternity comes to mind), and this is only making things tougher.

I guess converting OGGs to WAVes and PNGs to Doom BMPs is the lesser evil considering that converting DECORATE to Eternity or to vanilla DEHACKED. One thing is saving bandwidth as it costs money for me, the other thing is - and that's much more important for me - the inter-game-compatibility. Expect someone wants to use a Doom-palette monster in Heretic or vice-versa. It's much harder to correctly convert a Heretic-paletted monster to Doom palette than converting a PNG-paletted monster to any other port.
Nevermind, it's just a question of what's more work and what's less. And converting OGGs to WAVes is a 5-seconds thing with the right tools, converting sprites from PNG to Doom Bitmap is another 10 seconds thing when doing this in SLumpEd or XWE. I guess people are either too lazy or to busy to do that sort of thing. Or they just don't want to go through that sort of thing and would rather have converted stuff right out of the box.
