Speaking of Dr. Who, the Twelth Doctor is apparently played by Peter Capaldi, who is known for playing extremely foul-mouthed Malcolm Tucker in 'The Thick Of It'. Imagine if Dr. Whooves was based on him instead of David Tennant.

Personally, I believe that the moderation is fair in offering wiggle room before being swift in the execution of forum justice.

Proper trolling requires a bit of tact and subtlety (believe it or not). It's a game of deception; your goal isn't to make people angry, it's to make people make themselves angry.
Just out-and-out being an obnoxious jackass doesn't make you a troll, it just makes you an obnoxious jackass.
edit: For a Doom-based analogy, "good" trolling is when you pull stuff like the Baron room in Tricks 'n' Traps; If you charge in guns blazing you're just going to make a fool of yourself. Better to just set off the big dumb guy in the back and get everyone fighting amongst themselves, and never fire any shots before they're all furious at eachother. If all eyes are on you, you just ain't doin' it right.
And if you ever say the word "troll" or use any memes whatsoever, you've already failed.
