It could handle Steam, sure, but not Doom 2016...
You'd need a powerful video card and a decent processor for it, too.

To give you an idea, I have a MSI gaming laptop, it has a GTX960 and a I7 5700HQ and it still struggles with DOOM 2016.

I'm guessing the performance is extremely video-card-driven; my CPU is several classes lower than yours (Phenom II X4 955 Black) but my video card is a GTX1060 and I usually manage 40-60 FPS at whatever the game detected as my default settings.

the game runs fine on my 960, and on Vulkan it runs even better. it's more or less flawless, running at a constant 60FPS, the only time it didn't was in that room in Argent Facility filled with all the plants and such, i think it was. i'm on an i5 6400, which is a bit lower specced than other i5s, but compared to Shadow Warrior 2, where the framerate is a lot less consistent, Doom runs like butter, and it even ran really good without Vulkan when i first got it.
