It was called Insanity Weapons, but the download link has been lost. Can't seem to contact the creator either.

There's a thread for this exact purpose and we have one or two dedicated people with a massive archive of files that have been posted on the forums.

Run n Gun 2 is a pretty neat mod, it has reloading and dual wielding which is always cool
