No longer runs autoexec.cfg on startup

With recent changes since 4.11.0 (I don't know which, I'm suspecting the GetChars changes) the game stopped being able to parse autoexec.cfg automatically on startup.

I can not confirm this. This just runs my standard autoexec like it ever did. It definitely sets my compatflag settings to my preferred non-standard default values with a recent build.
