Audio - Add updated VGM/VGZ plugin compatibility

Depending on the platform they're from or the decoding used, certain .VGZ music files cannot be played without an updated plugin, which can be located here as in_vgm v0.40.9.
I have this updated plugin for my Winamp which now plays all of these files correctly, but GZDoom (both latest stable and latest Dev Build) does not play some of these uncommon decoded types at all and remains silent.

Otherwise if there's a folder I can drop these into my own file structure as a workaround, that'd be fantastic.

I second this.

I hope we could (finally) add some actual arcade vgm/vgz files to play in GZDoom.

My understanding (from the times I've asked about this in the past) is that it's supported in kode54's fork of GME that's primarily focused on like, foobar extensions and isn't really a drop-in replacement for the existing library. I think there might have also been some license things in the way, too? I can't remember. All I remember is that there's a reason this hasn't happened before now, even if it does make me sad.

Honestly I hadn't paid attention to VGZ support even being a thing for GZDoom, so was super surprised to see that Megadrive tracks just work with no strings attached in such a small filesize.

My PC88 goldmine will have to wait then :(
