I understand your frustration but bumping threads is not always useful.
It's rather complex code that you have here, as expected for multipart actors. I can't really figure out how it works myself. The tank is invisible. It spawns a turret actor. The chassis is actually the player morphed.
If you don't want the turret to rotate independently of the chassis (i.e., always facing forward) then the simplest would be to unsplit the actor and have turret and chassis on the same sprites, so they have the same direction?
