Super Smash Flash 1, Super Mario 63, Megaman Polarity, Fancy Pants Adventures, Obama Saw Game and it's sequels (I unironically played a lot of them for a period of time when I was a kid), those games that would let you place sprites in backgrounds and tilesets like making a comic, etc.

The Strike Force Heroes games, that one when Sean Chiplock (SonicMega) is very new to voice acting.

Not a game, but I should also mention HeroMachine. It's pretty nice for concepting. I hope they can get an HTML5 version up soon.

No mention of Boomstick?! Simple but fun as fuck game, and is the only game where 100% accuracy is bad! If you have Flashpoint, I suggest you play it, without question!
