What the title says, i need a Sound file convertor software for converting some songs and make them weight less in file size.

If it's already compressed with lossy compression there's no real point to take it to another without even more loss, unless it's a big 320kbps MP3 and you desire a 96kb ogg or something

lame to decode + oggenc in that case. Don't trust "converters" as most are SEO poison.

also if it's about loading a pwad up with commercial songs... you might want to rethink that

Do Games music like The House Of The Dead and Resident Evil 2 apply to the copyright laws?

Yes. Commercial games' music are just as copyrighted and I believe those two games have OSTs sold on Apple Music even. Japan's much stricter about it *cough*Victor*cough* since they've got music labels putting out game soundtracks commercially for much longer. If the game's popular enough (which these two are) it's slightly legally safer and more technically practical to use a MIDI transcription instead (though still legally gray as melodies are also protected)

But i remember that many Doom 4 mods added music straight from the game, isnt that a copyright violation? Or there's a legal hole in that?

It is still a violation - the fact is, though, we're not a very Widely Known community, and The Lawyers are either unaware of us, or have chosen to ignore us. While many mods do still use copyrighted music and resources, and even get away with it, that in no way guarantees that such usage can go on forever without backlash.

There is a lot of good quality public domain music out there, so there really is no need to use copyrighted stuff.

FFmpeg It able to convert any audio/video format into any other audio/video format, split video into pictures and vice versa, etc.
But it work only through console, so it require some GUI wrapper if you dont like to stare into black void of console, and searching for correct command line arguments for converting X format to Y.

Audacity, as masternoxx mentioned, does an excellent job right out of the box.

For example:

But, what if the OST is from a game long gone and not avaiable to buy? Same process?

Because that sounds... pointless. Considering the mods are non-profitable sources and all.
