Red Lift acts like the original colourmap by subtly reducing how far red pixels are dimmed by the lighting. Especially useful when combined with CRT emulating palettes or shaders... or even a CRT?.

It depends on what sector lighting you use too for this too I take it?

It multiplies the light level the darker it gets like an automatic brightmap. So as long as you don't have the infrared powerup then it should be doing something.
