Blender's FBX exporter is crap, i'd advise downloading the IQM scripts and export IQMs instead as that's a better written exporter and serves well as an exchange format for Noesis. It's what I do if I want MD3s that don't suck.

Never had a problem but then again I don't use Blender as much... Noesis reads other formats too, so maybe just use another one that supports animation

IQM plugin also isn't updated for 2.8 as far as I know.

The shootable/destroyable EvilEye prop in MetaDoom was causing issues with progression in SIGIL, so I added a little code to replace it with a more traditional version of the prop for maps starting with "E5", fixing the issue.
