What is the Necrolight Mod?

Exactly as in the title. What is Necrolight? Also, what is the Polished Skull mod?

Quick googling reveals the following: Necrolight (necrolight.pk3) replaces lamps and torches with dynamic lights that follow the player. Probably to make levels feel creepy and haunted.

This video posted by Doomenator featured the two mods in question along with a few others to create an interesting mood. The mods in the youtube description list seemed self-explanatory save for the two mods I am asking about.
