[Fixed] Weapon dynamic light "lag" for 1 tic

Weapon dynamic light "lag" for 1 tic

- load up lights.pk3
- preferably warp to a map that's large and has lots of space (map32, or Kinsie's test map)
- stand anywhere and fire your pistol
- now backpedal some distance but take note of where you previously fired your pistol
- fire again

You will see that the dynamic light from the gun flash will spawn at your previous firing position for 1 tic before snapping to your current position

Top image: Circle is the dynamic light spawning at my previous standing position. I can see it briefly spawn there for 1 tic
Bottom image: After 1 tic, the dynamic light finally snaps to my current position

It can be easily seen in stock MAP01. Must be old since LZDoom is also affected, probably appeared after the lights refactor.
