[g4.6pre-14] Odd behavior with floor/ceiling glow

So KappesBuur opened a bug report for UDB about floor/ceiling glow not working correctly, but it seems to be an oddity in GZDoom:

The map has set a ceiling glow color, a ceilight glow height, and a floor glow color, but no floor glow height:

ceilingglowcolor = 16744512;
ceilingglowheight = 112.0;
floorglowcolor = 11534512;

With those settings, no glow is shown at all. While I'd expect that for the floor, I'd not expect that for the ceiling. It's the same behavior when setting floorglowheight to 0.0. Setting a floorglowheight of > 0.0 and removing ceilingglowheight the floor glow does show.
