Stuttering issue caused by OpenAL, MC's OpenAL fixes it

First, specs.

Microsoft Windows 10 Home (x64) Build 17763.775 (1809/RS5)
CPU: AMD FX-9590
Video Card: NVIDIA GeForce GTX 980 Ti (GM200-310) [eVGA.com]
Video Driver: 27.21.14.5671 (GeForce 456.71)
Mobo: ASUS CROSSHAIR V FORMULA-Z
HDD: WDC WD1003FZEX-00MK2A0 (Yes yes, I know, I'm still on a mechanical hard drive)

GZdoom version: v4.5.0 stable (64-bit)
Minecraft version: 1.16

Trying to run a fresh install of GZdoom 64-bit with any wads that have high quality sounds causes the game to stutter and freeze constantly with any sound that first plays.

This also seems to happen with sounds that have already played but I can't seem to confirm. However, replacing the OpenAL32.dll that comes with GZdoom with the one that comes with minecraft completely fixes it? and it doesn't seem to have any audio issues either??? what even????

I'm not sure whats going on but my GZdoom seems to work flawlessly now and I haven't been able to spot any issues yet. I've only confirmed brutal doom black edition has no issues as of right now (it was the one I had the most problems with so I had to try it out) but I'll post updates later on once I confirm other wads work without stuttering.

Please post output of snd_status console command with .dll from Minecraft.

It's the same "issue" with 192 kHz sampling rate and HRTF. Please read Chris' explanations in that topic carefully.
