Actor stepping on other actor issues

Monsters can step onto things like bridge actors, but strangely enough, they cannot step onto other actors at all unless they have an even top height. Attached is a file where a custom spider mastermind without a missile state will wander straight forward to you, until it hits the second bridge.

If you turn on am_cheat with the squares around the bounding boxes, you'll see they can even go as far as to wander completely left or right of the bridge, just walking nearly right off of it until the very edge...

...but they cannot step up onto another bridge unless the top is perfectly even.

Can't be done better with Doom's movement code. This entire code is far too volatile to mess around with it.
