Vertical Mouselook and Weaponswitching are broken

With no external files loaded, weapon switching and vertical mouselook do not function.

Run on a build of GZDoom 64-bit compiled with Visual Studio 2017, from commit dd5addd6ad6949a13556ccd19b73377f1dffb50a

I get this behavior with the current dev build (215 - gdd5addd6a)... Tried running both with my standard .ini and with a clean .ini.

Plus the cameras in Blade of Agony cutscenes don't move, and dynamic lights are mostly not there... So I think there are other issues with that build.

Fixed. It was both the same cause, but this should really have been two separate reports.
