This came up while discussing some usage of this tonight.
In the BlastActor function that A_Blast calls (in zscript/hexen/blastradius.txt), the "strength" parameter seems to be ignored - It's passed to SpecialBlastHandling (in zscript/actor.txt), which simply returns true, and nothing else is done with it. Is there some weird old mod compat reason for this, or is it just something that's fallen through the cracks over time?

While the strength parameter is never used in any of GZDoom’s base classes, a mod could possibly utilize it in the SpecialBlastHandling virtual.
