It is indeed an issue with Intel's driver that has been around for years on Windows, regardless of device or driver version (don't know if Linux drivers are affected).
For whatever reason utilising shader buffers in OpenGL causes a massive GPU usage spike. For example my HD 515 @ 720p (60 fps) w/o it the GPU usage averages around 20 - 40%. with it, around 80 - 90.
There's not much GZDoom can do about this other than adding cvar switch for it (you can already use -glversion so, eh?) or just flat out disabling it since it sadly serves no purpose on Intel.
I wouldn't expect Intel to fix it anytime soon.

Yeah, I've been thinking about a specific CVAR too to enable or disable SHADER_STORAGE_BUFFER usage but the existing -glversion is good enough I think. A cvar would be a little bit nicer, but on the other hand maybe would also require a restart upon change I suppose.
Whether it's a driver or hardware problem, well Intel on board gpu's are not really meant for heavy gaming so if GZDoom keeps working fine on these machines with workarounds like these we're blessed
