Shadowmaps + Spotlights + Decals = Flickering

1. Load DarkDoomZ
2. Go to mod settings and set the brightness to something dark for easier visibility of bug. (It happens on all modes, though)
3. Shoot an enemy near a wall to spawn a blood decal.
4. Activate flashlight (default key is F)
5. Point at decal and move around the flashlight. Decal should flicker. Turning off shadowmaps seems to fix the issue.

Tested on: GZDoom g3.5pre-105-g2a59327ae (x64) and 3.4.0 (I think; forgot to check version before updating, but I'm 90% sure that was it).
