Using provided saved game I made two screenshots (from 3.3.2 and 3.4.1) for comparison.
Indeed decals are rendered a bit differently. I'll look for exact commit when this changed.

Decals are slightly shifted since this commit. I would like to ask Graf to explain the idea behind this change.

That commit shouldn't have any effect on decal offsetting. It was meant for better control of the SPROFS lump. If it affects decals, it is most likely a bug.
Are there any pictures to look at that clearly illustrate the problem? The ones attached in an earlier post use different display settings and not useful for comparison.

3.3.2 vs 3.4.0 without texture filtering.
There is another change that affects decals. Now it's only colors but still it's worth mentioning I think. Why did red color multiplier increased from 0.3 to 0.4?
EDIT: Saved game for just Doom 2 IWAD if you need it.

Regarding the color, that's clearly a typo. I must have missed the 3 key and hit the 4 instead.

Yes, 158890e fixed the difference in decal rendering.
