Tall skies do not cap properly

This can be tested in Heretic or Hexen. With the uncapped viewangle, you can now look past the top of tall skies (will we ever get an option to make tall skies start from the new top), so capped skies is nice here to avoid repeating. However, there seems to be a bug where capping doesn't work properly. The cap works well, until you look beyond the top of the sky, where it would tile. At this point, the sky cap stops being drawn, and instead the sky proceeds to tile as if the option wasn't enabled.
