[3.2.3] External DeHackEd patches broken

Attempting to load a dehacked patch via -deh or -file will always fail in the latest version of gzdoom, with a console error "Could not open Dehacked patch [the patch you were trying to load]". The same patch placed inside a WAD file (I've been using BTSX E1 to test this) works just fine.
