The issue, if any, is that you're talking about a network card (highest known hog besides video) and it's USB on Win98, which isn't really set up to handle priorities well. Hence the suggestion to go to W2K (XP will do).

You're probably right Ty. When I use the regular ethernet jack on my network card it never lags. So Win98 + USB + network card = random BS lag during games due to bad priority handling?

I can't wait to get my next new computer with XP Pro. :| I'm waiting 'till DOOM3 comes out.

P.S. HamCam??? ...

Incorrect. If you set cl_capfps to true, then it will behave exactly as earlier versions did and relinquish the CPU to other processes between the time it finishes one tic and the time another tic starts.

Since this has been determined to be a combination of Windows 98 and a USB network adaptor, there's nothing for me to do.
