I saw these exact same sprites being used in Guncaster, for the Cauterizer's lightning ball projectiles. But they were never that pixelated. Maybe look there?

Not from what I've seen. It's possible to make, but I haven't even seen any mod that even utilized the additional 8 rotations...

Sniper aim for beating at distance?

Why do you need close to enemy until see its whites of the eyes? Beat at distance wit our sniper aim UAC firm.

Sniping with a melee weapon is illogical unless you can hit things at a distance. I think you can figure out the rest...
