I'm pretty sure this has been a thing since 3.2.5, and still is at the moment. Dynamic lights do get rendered in truecolor, but not on paletted.

This is a known limitation of the palette drawers there. I never got around to adding it.
I'm currently rewriting the softpoly drawers to use a different memory layout which is easier to vectorize and with code slightly easier to read. If I get as far as moving over the palette drawers I'll add the dynlights.
