[CVar] Cl_NoWeaponInterpolation

Because some people would rather not have this. (Myself included; There's something about the smoothed movement, most apparent in select/deselect, that makes my eyes unhappy, similarly to FOV changes or extreme viewbobbing.)

Will have to wait until the renderers get merged to avoid double work.
