[2.7.1/1.8.2] Bug: High-res replacement of Decals fails

In the latest official GZDoom/ZDoom builds, both the software and Open GL renderer will not replace the graphics appropriately for Decals using the Decal "thing".

I got a 32x32 or 64x64 decal, both render fine until I replace it with a high-res graphic in the pk3's hires folder. Then it renders really badly. At first I thought it wasn't rendering at all but it actually was distorting it over quite a few parts of the walls.

If you need a test wad, I have supplied it here. MAP01 is the non-bugged decals. MAP02 has the bugged decals.

The decal code has no support for scaled textures at all. The only scaling it respects is the one defined in the decal itself.

Has this situation changed any? Is this still a bug? It seems to be something that should be closed.

Unless you have immediate plans to address this, I am going to shelve it. This one isn't on my priority block.
