I remember reading a thread on Doomworld, maybe in 2016. Someone was making a TC about a dnosaur waking up, finding out something invaded his world and gaining magical powers. Or something. Does anyone know what this was called and if it was ever finished?

Well, it's not a dinosaur, but you may want to try pillowblaster's guncaster mod. It's got magic and something invading the protagonist's world in the description, and the protagonist is an anthropomorphic dragon, so that sounds kinda like what you're trying to find.
