Vsync CPU usage question (pics inside)

I was under the impression limiting my framerate would reduce CPU load. According to these pictures it's not. The GPU is catching a break however. Is this normal?

If the driver busy-waits instead of yielding its CPU core this can happen. What kind of graphics card do you use?
