Yes, in the options menu.

Can you disable players from doing it? No, as it should stay.

False! You can use a looping ACS script to set the player's pitch to zero every tic. I don't have the exact script on me, and it's slightly buggy-looking, but it works fine.

What is it with some people that they waste all their effort to outsmart the player... :?

There's a point to actually doing that; though, if it's just a regular DOOM project, that point is completely non-existant.

Forcing the view to always be centered could actually be helpful for gametypes that would be ruined by the use of the look controls - stuff like Pogostick or Epyo's ZPacman, for example.

Then tell your users to disable mouselook. This one's a user option and not a mapper option for very good reasons.

Unlike jumping or crouching this is something you can't force upon your users. If you do they'll just won't play your maps!

Well, excuse me for wanting to make a player controllable vehicle more vehicle-y as opposed to, say, a dashboard glued to your face, while inside it.

Which is a bloody pain in cases like PDF has described. This is one of those things that can be used for both good and evil.
