I'm looking thru the "Action Specials" (https://zdoom.org/wiki/Action_specials) section of the documentation and cannot seem to find where the line-based portals are listed. I wanted to make use of the line portals from the video below. Where might I get a list of them?

They're under "Lines". The line portal specials are Line_SetPortal and Line_SetPortalTarget.
