Crash at startup when unable to use Vulkan

Please construct and post a simple demo whenever possible for all bug reports. Please provide links to everything.

If you can include a wad demonstrating the problem, please do so. Bug reports that include fully-constructed demos have a much better chance of being investigated in a timely manner than those that don't.

Just creating this thread so I won't forget. I will edit it to write more details later.

The problem is that GZDoom will crash on startup if the default render API is set to Vulkan, but the hardware isn't capable of it. Expected behavior is it falls back to OpenGL and lets the game start in OpenGL mode
