[Bugfix] SpecialMissileHit + ZeroDamage

If you can include a wad demonstrating the problem, please do so. Bug reports that include fully-constructed demos have a much better chance of being investigated in a timely manner than those that don't.

Pull Request

While I was working on looking at this issue, I stumbled across a bit of code that, while this PR doesn't help with, DOES fix another bug where missiles with no damage (function) won't call SpecialMissileHit.
