[texture_rework] Shader compile errors

Certain shaders that work fine in current master builds (running 4.4pre-314-ga528290b5 right now) throw a compile error when run under the texture_rework branch.

Shader 'displacement' could not be compiled:
ERROR: 0:2: '#version' : must occur first in shader
ERROR: 0:2: '#version' : bad profile name; use es, core, or compatibility
ERROR: 0:2: '#version' : bad tokens following profile -- expected newline
ERROR: 0:2: '' : compilation terminated
ERROR: 4 compilation errors.  No code generated.

This was using the displacement shader posted here. Same error in different format occurs under OpenGL vs. Vulkan.
