[Strife] Menu blur affects dialogs without dialog portraits

Some characters in the game have dialog portraits, some don’t. The menu blur option just so happens to comes into effect when engaging in dialog, and I doubt this is intentional for characters who don’t have a portrait, since you still want to see the character you’re looking at.

Thank you for providing a generic solution for this! That DontBlur flag is surely useful for other user-created menus as well.
