+SPECTRAL on hitscan bulletpuffs

If you apply +SPECTRAL on a weapon, or bullet puff you never get the intended effects of harming spectral actors, SPECTRAL only works on true projectiles/missiles.

Essentially I'm asking if hitscans can allow +SPECTRAL as long as it's defined in the bulletpuff actor defined under A_FireBullets.

I too have noticed that the SPECTRAL flag doesn't really work outside of projectile hits. This has to be an easy fix, for sure. (Could also be nice to have a spectral flag for DamageMobj calls, too).
