[LZDoom] Texture rotation for screen drawing (DTA_Rotate)

Suggestion: add DTA_Rotate to DrawTextureTags in ZScript.

LZDoom (checked on 3.87b-38-g753f101bd from Jan 14 2021 12:10:42) doesn't have this tag, so some mods (like this one) cannot be loaded with LZDoom.

I cannot add this in the old branch, the tag is not in the old texture manager and it would not work. Besides i'm going to release the last version from that branch later and it mostly has bugfixes and not new features. I could say that it's already in my master branch.
