P_Thing_Raise critical fixes

Pull Request

This commit revealed a couple extra problems which ultimately broke all of the resurrecting functions from lack of raiser. So I moved all flag processing into P_Thing_Raise, passed in a legitimate raiser and cleaned up all code in the action functions.
