Warning when getcvar() is used on a client-side cvar

(e.g., cl_run, r_drawplayersprites, vid_*, etc.)

There's really nothing inherent or obvious from a modder's point of view indicating that these will not be treated like a custom user cvar.

There's also nothing inherent that prohibits situations where checking them may be legitimate.
