[MAPINFO] Sky cap opt-out

Nice as it is seeing sky capping in the software renderer, I'd really like to be able to flag a sky in MAPINFO as wrap-safe if I know it tiles vertically (e.g. Lost Episode's sky).

I get that it's enabled by default because 90% of skies (including all IWADs) are not vertical-wrap-safe (and it looks better than stretching for sure), but new maps are now at the mercy of an on-by-default user setting that nobody's gonna change.

Would piggybacking on forcenoskystretch be sufficient? That flag was invented for the same purpose after all.

^ sounds good to me... if a sky was custom-made to be wrap-friendly, there's no sense in rendering it stretched, ever.

Aye, that'll do.

[EDIT] While I'm thinking about lostepis.wad in particular, may I request adding forcenoskystretch to its maps via compatibility.txt? I neglected to do this "way back when" and I've no plans to update the wad again.

Added. Note to QZDoom: This requires a change in r_plane.cpp which will most likely not be merged automatically.
