Monsters by default don't have any velocity, so checking for vel.length() is pretty useless when wanting to check if a monster has moved/is moving. Right now the only way to do it is pos != oldpos, but the problem is that I'm using an event handler, so I can't just store that and wait until after the monster's Tick() to check it.
