Essentially put it'd force the game not to count a map's time when specified, this would be useful for mods (and to extent games as well) that utilize "intro" sequences (think D64 Retribution's Exposition intro/MAP00) at the beginning of a cluster or episode. This is so the "intro map" time is not added to a playable level times for "more accurate" episode/level play times.
