Expose ADynamicLight::SetOffset() to ZScript

It is not currently possible to modify the offset of a DynamicLight actor. ADynamicLight::SetOffset should be exposed to ZScript to resolve this.

This would be especially useful when the light is linked to an actor with the target pointer (wiki).

Bumping this thread to remark that this request is apparently already in, or at least, it is according to the user who submitted a moderator report on this thread.

Reminder to users: the developers do not read moderator reports. It is acceptable to bump old Features threads for purposes like that.
